-Reasoning: Currently, anyone can be nominated as the minister of a department, regardless of their current position. This means that:
1: New ministers have the possibility of lacking experience.
2: It makes it easier for corruption to enter the executive branch of the government.
3: Players serving in government positions in said department may resent their new minister, and thus resign from their positions.
-Bill: Only players with higher up positions in [x] department may be nominated as the minister for said department. The bill does not apply to DPM, Prime Minister, or Advisor as they do not oversee 1 specific department. Current Ministers may be renominated for their same position next term of course. The jobs that may be nominated to cabinet positions as well as the departments they may be nominated to respectively are: -Community Coordinator (DoPA)
-Sr. Tour Guide (DoPA)
-Sr. Economy Secretary (DoE)
-Treasurer (DoE)
-Constructor (DoC)
-Hospital Secretary (DoH)
-Sergeant (DoJ)
-Sr. Environment Manager (DoA)
-Sr. Ranger (DoA)
If none of the government jobs listed above are available, then someone of the next highest position may be nominated, and repeat. (i.e; Community Coordinator/Sr. Tour Guide, Tour Guide)
If none of the department members are available, the Prime Minister may chose anybody they wish.
If the Prime Minister decides to nominate an outsider of [x] Department regardless, Parliament may approve the nominee with a unanimous vote of support.
