Legislature: The Parliament

• Consisted of 8 elected players called Members of Parliament (MPs)
• Unlike in the previous system:
  • Staff are no longer members of Parliament and it’s now fully elected
  • Parliament can debate and vote on major things aside from law changes like plugin installments, and make game changing decisions
  • The Parliament can now override the Prime Minister’s veto with a unanimous vote (all 8 members) only if the vetoed bill was a law change and not a major server change.
• Motions are started and debated by MPs, but are heavily influenced by other members of the community.
• Once the motion becomes a bill (after 24 hours), the whole Parliament has 2 days to vote. Other MPs have an additional day to fill in an absentee ballot once the poll has been closed.
• A bill needs at least 5 votes in favor to pass.
• If there is a 4:4 tie, MPs will have an additional 2 day period to make some changes and hopefully get the bill passed.
• At the end of each MP election, the MPs choose a President among themselves.
  • The President, among other tasks, chairs Parliamentary meetings, reminds members to vote, changes the status of bills, communicates with the Prime Minister about the passed bills.
• The motions that can be started in Parliament include the changes of server laws (creation, modification or removal of them), implementation or removal of server features (such as plugins), changes to the government system, etc.
• The Parliament approves the Prime Minister’s appointments to the Executive Branch.
• Parliament has the ability to start a vote of no confidence against any officer of the Executive Branch besides the Prime Minister.
• If MPs are punished for breaking the law whilst in office, they can be removed from Parliament early by the President with the consent of the majority of Parliament. They will then be replaced by any player nominated by the President and approved by the rest of Parliament; the nominee is, by convention, a player with the biggest amount of votes who had lost in the election.
• All MPs are obligated to post at least one motion during their term. Failure to do so will disallow the MP to run for reelection immediately.

Executive: The Cabinet

• Headed by the Prime Minister (commonly abbreviated to PM).
• The Prime Minister’s Deputy is the Deputy Prime Minister. The Deputy Prime Minister can also hold another Ministerial office (for example: The Minister of Health can also be the Deputy Prime Minister).
• Primarily Consisted of Department Heads:
  • Minister of Construction and Transportation
  • Minister of Employment, Education and Businesses
  • Minister of Health
  • Minister of Public Affairs
  • Minister of Justice
• Other Members of Cabinet may also be:
  • Cabinet Advisors; These are usually people who specialize in certain fields (such as an Cabinet Advisor for Legal Affairs, Cabinet Advisor for Business Administration) and/or individuals who are active and experienced members of the community.
  • Mayors of cities.
  • Cabinet Secretary: responsible for taking notes of cabinet meetings.
• Members of Cabinet are nominated by the Prime Minister and approved by the Parliament.
• Some of the decisions the Prime Minister/Cabinet can make: implementation and execution of passed laws, creation/removal/adjustments of Government Shops, maintaining and management the highway and government cities, creation and implementation of events, etc.
• The PM is able to veto passed laws.
  • The veto will only be valid if the PM states a reason as to why the bill had been vetoed.
  • If the vetoed bill was only a mere law change (e.g. making PvP legal in the city) and not a complex server addition (e.g. a minigames plugin), the Parliament is able to override the veto by a unanimous vote (all 8 MPs vote in favor).
• The PM is able to propose motions to the Parliament regardless whether he/she is also a Member of Parliament. But the PM is not allowed to vote unless they are a MP.
• All Members of Cabinet work at the pleasure of the Prime Minister.

Parliamentary Elections

• MPs are elected every 2 months
• On the 8th of every election month, an official election month post will be created. Players then reply to the post “I, <username>, am seeking the position of Member of Parliament.”.
• From the 8th until the 15th (1 week) players are allowed to express their interest in running for the position and can campaign for the position in-game, on forums (creating an optional campaign thread under Elections) or on discord (in #mp-election channel).
• From the 15th until the 20th (5 days), a poll will be made in the election month post and all players are allowed to vote and select up to 8 candidates. More campaigning will be underway in the meantime so players get extra time to ask the candidates questions.
• Two new discord chats:
  • #mp-election - This is for MP candidates to advertise their campaigns, answer questions, and just provides players with a chat to discuss the state of the election.
  • #political-discussion - For all motions/bills, players will be allowed to @ their MPs, influence and lobby them, bring information to light and share their views
