The Citizenship Exam will be placed after the tutorial so that New players would really read and absorb the Rules & laws at the tutorial because some of the new players are just walking pass it without even reading, leading to such consequences. It may be also a way to raise awareness.

Players that did not pass will still be able to play the server but has a very limited Permissions than an actual Citizen of Businesscraft and can re-take the exam by going another run through to the tutorial via /warp tutorial section. (Free Roam)

This should be a Server Entrance Exam before maximizing the full experience that the server provides.

Most Likely a Free Roam mode or some sort They will see the world but cant do anything except roaming around it

I definitely like this if it is done right. There should be a pop-up on their screen every time they try and interact with something. That pop-up would most likely include instructions on how they can get perms.

With the Recent Issues of mass Murder, does TG made a difference? (no offense to the TG's )

there are those people who do not follow TG's sooo if they wont follow TG's what will happen next? consequences. So adding Citizenship exams would really raise awareness thus they wont have a reason to say "I didnt know". In Addition, if they passed the Exam they are expected to have the basic knowledge of server laws and rules that will minimize the possibility of Consequences. Make their starting money to spend to their living not for Fines.

A Tour Guide’s job is to welcome all new players to the server letting them know it is their job to help them and show them around. (BC guides)

This is a very interesting concept I will tag @DoctorThunder7 the minister of the DoCE to speak with his education secretary on potentially working on a way to implement this through cabinet, thanks for your suggestion!
