Title: Grace For New Players Act

- Reasoning: The current law states If you kill someone in the city and they don’t consent you get 10 minutes of jail time and an 80 kr fine. This bill should consider the experience on the server of the person who committed murder. Murder is something that is committed a lot by brand new players since PvP is something common in Minecraft. It is pretty uncommon for most servers to have rules/laws against PvP since most servers just have safe zones. This is for specifically players who just joined the server. The tutorial says no PvP in the city, but most players who join will just speed run the tutorial, forget what it said, or not understand the Implications of “No PvP”'. They could also think that jail is some sort of fun roleplay when it’s just being stuck in a cell for 10 minutes. It is unreasonable to expect a person to read all the rules and laws of a server right when they join. This will help grow the player base because a lot of new players who were jailed just leave the server because they are confused as to why they are in there when they just want to play.
- Bill: Players with a playtime of 15 minutes or less punishments for murder will look like the following.
1st offence: Verbal Warning + 40kr fine
2nd offence: 10 minutes Jail time + 80kr fine (repeated)
