Title: Height Limit Powers

- Reasoning: To help keep the skyline uncluttered and keep buildings withing certain parts of the city at the same height, the DoC should have power to create and enforce height limits on new or plots with existing height limit orders.
- Bill: Give the DoC the power to
1. Create new plots with height limits
2. Enforce height limits on plots that had previous intention to be height restricted. (ex. The area past the hospital and bus station.)
3. The DoC may declare the height limit through Forums or a physical sign on the plot.
-Additional Information: The DoC MUST provide a reason for the restriction such as protecting the skyline near important Gov buildings.
