Title: Hospital Code of Conduct

- Elaboration & Reasoning: I have seen an increase concern among doctors over player's conduct while in the hospital. Such misconduct are; having weapons out, shooting arrows in hospital, and driving vehicles in the hospital. Police officers and the doctors have got involved with this on multiple occasions. On a recent encounter, the suspect challenged the authorities citing that there is no written law about conduct in hospital. As a result, the doctors and law enforcement could not do their jobs effectively since there is no clear written law on players conduct while in hospital. I would like to propose to add a section to the laws for hospital so that it is clear what is expected of players when they are in hospital. There will be no of the following allowed in hospital; no animals, cars, weapons, and solicitation (non-medical reason to be at hospital). The punishment will be the same as pvp, driving, and harassment misconduct laws but this bill will make it clear about player's conduct in the hospital.
