- Title: Individual Ministerial Accountability Act (Executive Questions)

- Type of motion (Edit/Removal/Creation): Creation

- Elaboration & Reasoning: This act will allow for members of parliament to call upon and summons ministers of the executive to answer questions on their department or portfolio, in a public hearing. The hearing would occur in the Capitol building when both parties can agree on a date and time to be present (within reason). Players would be welcome to attend and watch but not actually talk; that would be reserved for their elected representatives and the relevant minister(s). The Speaker of Parliament will, after receiving majority support from Parliamentary colleagues, summons the Minister. The SoP or the designated speaker-appointed deputy will chair the hearing, where at least 4 MPs need to be present. MPs would be able to ask a series of questions that the minister would be required to answer. The intent of this bill is to provide a back and forth, in depth, civilised discussion about the minister's portfolio to garner insight on their actions and that of their department. It allows the Minister to stay in touch with the public and allows parliament to scrutinise decisions for a rationale.

Journalists will be encouraged to report the event live (in #political-discussion) or later in their newspaper. -

Other Info: This event would be required before any motion-of-no-confidence can be moved, to protect the minister and allow them to explain the actions of their department or portfolio. In the event the minister refuses to attend or does not attend on reasonable grounds, the latter requirement is suspended. This is not a recurring scheduled event, instead a tool for parliament to use for public hearing on issues they deem necessary bring into question. Ministers are able to be given questions with or without prior notice. DoPA are to provide a written transcript of the event.
