Title: Needless Destruction of Landscape Edit

- Reasoning: The punishments are the same for any kind of needless destruction of landscape. This bill will add three different stages of destruction of landscape, much like the griefing server rule.
- Bill: The new punishments for this are as follows
Stage A (<20 blocks): 150kr fine
Stage B (20-50 blocks): 10 minutes of community service, 200kr fine
Stage C (50> blocks): 15 minutes of community service and 250kr fine
Needless destruction of landscape is defined as: Intentionally destroying landscape without permission from the DoA Minister or those whos land may be affected by the destruction
