In a vote of 7:0, Parliament has resolved that:
Mayors of towns can expand their towns on the Department of Construction's permission. Towns will be allowed to be expanded by k4 per block after given specific permission. A town must have 14+ residents and the entire space filled (all plots bought, and all town requirements met) in order to be considered for an expansion.
