Bill: Rejected Allowing only farmers to sell crops

- Title: Allowing only farmers to sell crops
- Type of motion (Edit/Removal/Creation):
- Elaboration & Reasoning: Right now only farmers are allowed to buy or sell crops from the government shop, but any player can create a shop to sell crops to players. If this becomes law, farmers would be the only ones allowed to have chest shops buying or selling crops, as well as the only ones to be allowed to sell crops directly to players. However, if a farmer is buying crops at their own chest shop, then non-farmers are allowed to sell to that farmer. And non-farmers can buy crops from farmers directly or through farmers’ chest shops without a problem. Police Officers will monitor this and if they catch anyone breaking the law they will be forced to remove the chest shop (unless they sold crops directly to players) and be prosecuted via the punishments below:

1st: Warning + K100 fine + removal of chest shop
2nd: Warning + 5m jail + K200 fine
3rd: Warning + 1d ban + K300 fine
4th: Warning + 1w ban + K500 fine
5th+: Warning + 2w ban + K1,000 fine

- Other Information: This idea was debated in Parliament as a compromise to the farmers being the only ones allowed to farm debate. Then, there was a poll in-game where 40 players supported this compromise, 30 players wanted no change, and 20 players wished for only farmers to be allowed to grow crops at all. Thus, this is the most supported option by the players. Also, if you have any suggested edits to this motion, please tell me so I can improve it. Thanks!

And non-farmers can buy crops from farmers directly or through farmers’ chest shops without a problem.

In the second line, does the term "directly" also include chest shops? Or, solely meaning going to spawn and buying food from a farmer. Just looking for clarification. Thanks.

*update* I believe it would make more sense if only a farmer could SELL crops from chest shops. Why would a farmer necessarily want to *only* buy the exact same stuff that this motion intends to allow them to only sell anyway? Anyone should be allowed to BUY whatever they like.

Also, from a business viewpoint, would this imply that a company owner who isn't a "Farmer" cannot buy/sell unless they hire a farmer to make the chest shops? Hm...
