This change will allow for the creation of options for new players to spawn in cities other than the starting spawn city, Allowing for more dispersion of new players to cities that players worked so hard to obtain. This bill will allow for players to be prompted with the option after the tutorial to select where they want their home city to be. One of the major cities (Ex. Covington city) to be their initial spawn point. This system will help players get the cities to make the whole City aspect of the server a bit more realistic. Passing this bill may also warrant the creation of new warps specific to players selecting a home city. (Ex. Selecting Covington City will make a player a citizen of Covington City allowing them to use a warp for them to get back to Covington City instead of the main city spawn.) This may also pressure cities to construct their own career centers or universities to allow for jobs to be obtained in their city instead of having a warp back to the central university. Along with government designer, farming and general shops to be built within the malls that the city has. All of those additions would be to create independence from the main city.
With the elimination of a main city warp for some players hospitals or clinics to be constructed, and doctors being citizens of cities other than the main city may be necessary for the DOH to serve all players who need help.
This would also make city creation harder as requirements would need to be met to have a starting spawn warp for new players to use. Although cities may exist but would have to meet requirements to get a spawn making incentives for development of city infrastructure other than just an airport.
