First Offense: K100 fee per Golem + 5m Community Service
Second Offense: K100 fee per Golem + 10m Community Service
Third Offense: K100 fee per Golem + 15m Community Service
Second Offense: K100 fee per Golem + 10m Community Service
Third Offense: K100 fee per Golem + 15m Community Service
