Government Accountability Act

A

Bill

To

Require new government actions to stimulate the economy and serve the people through public works and supply gathering.

The Parliament of Stratham enacts:

Section 1. Short Title

(1) This Act is the Government Accountability Act (GAA).

Section 2. Commencement

(1) All Provisions shall come into effect upon the passage of this bill.

Section 3. Reasoning

(1) Infrastructure such as the government mall was not paid for, and did not account for the previous business it was replacing.

(2) The materials and labor could have influenced the economy positively through material sourcing, creating labor demand, and getting player input and voice through the effectiveness and support of the build based on the amount of money incurred from its creation.

(3) This will lower the government balance, as well as determine the need for increasing it through any future revenue sources.

(4) This will provide a new layer of consciousness for anyone who happens to act on behalf of the government for the cost of monetary loss.

Section 4. Definitions

(1) An accountable government action is defined as any choice made including infrastructure, items, labor, or other material that costs money on a commercial scale.

Section 5. Implementation

(1) The authority of enforcement of this act will go to the Department of Economy.

(2) All labor will be paid for provisioned by the government balance under the agreement of laborers and their respective management.

(3) Materials shall enter a credit system in which the government will purchase all base materials used, and then void them. Should any materials be specialized or off-market, they will not need to be purchased, but if containing monetary value shall be voided from gov balance.

(4) Any rewards not specialized and consisting of monetary value shall be paid for under the same provisions, the proceeds being voided from the government balance.

(5) Spawned in blocks will enter a database where they can be re-used and not paid for. The use of them shall exit their existence, and when/if they are voided, shall re-enter the list to avoid double purchases.

(6) Complex materials that require "simple building blocks" shall only need the building blocks, not the complex item. EX: Doors will consist of six wood, concrete will consist of gravel and sand.

(7) Ministers shall provide their limitations within a monthly budget, overseen by the Prime Minister.

(8) A time constraint of two weeks to void/set-up payment outlined for above expenses.

(9) Multiplicity decreases will prevent clogging of markets, at a reduction rate of:
10 for items numbering >=10,000;
100 for items numbering >=100,000;
1000 for items numbering >= 1,000,000;
and so on.

This bill has not received Prime Ministerial approval.

A joint Government programme has already been implemented. This bill would harm that process and also harm certain departments.
