Property Tax Act

The Parliament of Stratham enacts:

Section 1. Property Tax Act

1. This Act is the Property Tax Act.


Section 2. Commencement

1. Provisions shall come into effect upon the 1st of the month after necessary plugin implementation.

2. Upon commencement, this bill shall be removed only by a unanimous vote by the Parliament, upon the Prime Minister’s request.


Section 3. Purpose and Reasoning

1. To establish the Property Tax laws, regulations and procedures.


Section 4. Property Tax

1. Property Tax is a tax linked to individual properties, required to be paid by Property Owners to the Government.

2. This tax applies to the Capital City and the Suburbs only.

3. If towns and cities wish to establish this tax, the Town/City Mayor will have to request the creation of a bill labeled (Town/City Name) Property Tax.


Section 5. Property Tax Calculation

1. The Monthly Tax will be calculated by multiplying the Plot Value and the Tax Percent.
(a) The Plot Value will be equal to the plot’s Selling payback value, which can be found by using the /as info region command.
(b) The Tax Percent will be equal to 15% for non-Registered Business owners.
(c) For any citizen who is a Registered Business owner and has the CEO title, the Tax Percent will be reduced to 12%.

2. The Total Monthly Tax will be a sum of all Monthly Tax amounts for all eligible plots owned by the Property Owner.


Section 6. Property Tax Procedure

1. Property Tax payments are required within the first 7 days of the month. This will be known as the Collection Period.
(a) The Department of Economy will be responsible for collecting the Property Tax payments.
(b) Property Owners are required to pay their Total Monthly Tax.
(c) Property Owners may submit their payment early or pay for a longer time in advance by contacting the Department of Economy via a DoE discord ticket.
(d) If the Property Owner fails to pay during the Collection Period, that month’s Total Monthly Tax will be increased by an additional 5% every 3 days (72 hours), with the first increase on the 10th day of the month.
(e) If the Property Owner submits their payment in part, the additional charge will be applied only to the rest of the payment.
(f) If the Property Owner fails to pay during the Collection Period, they are required to submit their late payment by contacting the Department of Economy via a DoE discord ticket.
(g) After 7 days of a late payment (on the 15th day of the month) the Department of Economy may request the DoID Property Inspectors to submit an Eviction Report on the basis of Failure to Pay Taxes.
(e) The Department of Economy may pursue legal action in the court of law against the Property Owner to reclaim owed Krunas, either by a fine or prison time, with the crime being Property Tax Evasion.

2. The Department of Economy will be responsible for contacting Property Owners about their tax payment via a tax bill delivered by in-game mail. The tax bill must contain the following information:
  1. The names of properties that were taxed.
  2. The Total Monthly Tax amount.
(b) In case the full amount of the Total Monthly Tax is not possible to be collected, the Department of Economy shall contact the Property Owner via a tax bill delivered by in-game mail with this information instead:
  1. The names of properties that could not have been taxed.
  2. The remainder of the Total Monthly Tax amount.
  3. When the Collection Period ends.
(c) The Department of Economy may decide to add more information to the tax bills if needed.


Section 7. Tax Evasion

1. Property Tax Evasion is prohibited in any form.
(a) Tax Evasion is defined here as a purposeful avoidance to pay the tax (partially or in full).

2. If the Department of Economy has a reason to believe that a citizen is committing Property Tax Evasion, they may take it to a court of law.

3. Citizens convicted of Property Tax Evasion shall be prohibited from owning property in the Capital City and its Suburbs for 2 weeks and fined with up to 10,000 Krunas.
(a) If a citizen convicted of Property Tax Evasion cannot pay the fine, they will be required to spend 5 minutes per 1000 Krunas they cannot pay in prison.
(b) Citizens convicted of Property Tax Evasion may request to spend prison time over paying the fine if they choose to.
