Section 1. Short Title
- This act is the Pruning Act I
- All provisions shall come into effect upon passage.
- Government spending has increased significantly, and thus government revenue must also increase in order to maintain the balance at a sustainable level. This would also allow the government to pursue more programs and provide more benefits. Rather than affecting players that routinely play on the server, this bill would source its revenue from players who do not regularly play.
- Players with balances of 10,000kr or more with a /bcseen of 1 hour or less at the first of every month will be pruned of 10% of their balance each month that they do not meet the 1 hour requirement.
- Exemptions can be granted by the Department of Economy through the creation of a ticket in the DoE discord.
- The first /bcseen evaluation for pruning purposes will be conducted on October 1st, 2025 (meaning that players have from the passage of this bill to October 1st, 2025 to obtain 1 hour of playtime to avoid the first round of pruning).
- Every player being pruned must be informed through Discord or through mail in-game if the player does not have a Discord that can be reached.
- The information that should be included in this message are the date of pruning and the amount collected from their balance.
- Players may request an exemption up to a week after they have received a pruning notification.
- If a player’s balance dips below 10,000kr, they will no longer be taxed.
- Total pruning collections will be publicized at the end of the collections process for that month for the sake of transparency.
- This can be done on the DoE discord or through a government announcement, but it must be in a place that the public has access.
- Amounts collected from individuals must be recorded, but do not need to be publicized.
- A player that returns from a period of inactivity may request a return of pruned money.
- A returning player must reach a /bcseen playtime of 4 hours to request a return of up to 75% of the total pruned amount of their balance.
- This return can be processed in installments if necessary for a maximum of 3 months.
- The return process may be paused or halted if the player once again meets requirements to be considered inactive by this law unless granted an exception by the Department of Economy.
- Given that this is a tax code, changes and/or repeals can be made by the Council through a simple majority vote.
