Revitalizing Infrastructure for Sustainability and Engagement Act
A
Bill
To
Improve public infrastructure, promote eco-friendly development, and revitalize abandoned properties for the betterment of Stratham’s economy, environment, and player experience.
The Parliament of Stratham enacts:
Section 1. Short Title
(1) This Act is the Revitalizing Infrastructure for Sustainability and Engagement Act (RISE Act).
Section 2. Commencement
(1) Sections 3 and 4 shall come into effect immediately upon passage.
(2) Section 5 shall come into effect 14 days after passage to allow for administrative setup.
Section 3. Reasoning
(1) Stratham faces challenges such as abandoned properties, underdeveloped regions, and a need for eco-friendly infrastructure.
(2) This Act addresses these issues by:
(a) Enhancing public spaces to improve community engagement.
(b) Promoting sustainable and aesthetically appealing builds.
(c) Stimulating economic activity by repurposing abandoned properties and incentivizing green development.
Section 4. Development of Public Spaces
(1) The government, led by the Department of Internal Development, shall fund and construct public amenities and infrastructure, such as:
(a) Parks, gardens, and other green spaces.
(b) Transport hubs, including rail or road networks.
(c) Community centers for public use, such as libraries or event venues.
(2) Players may propose projects for public works funding.
(a) Proposals must be submitted to Parliament for review and approval, while the Department of Internal Development will oversee and work on the construction.
(b) Approved projects can be outsourced to player builders and architects, while the materials used shall be purchased from players, unless not feasible.
(3) A public vote may be held to prioritize large-scale projects.
Section 5. Eco-Friendly Infrastructure Requirements
(1) Developers of major builds (e.g., commercial centers, residential towers) must allocate at least 10% of their total area to green spaces, such as:
(a) Public gardens, parks, or tree-lined walkways.
(b) Rooftop gardens or eco-friendly facades.
(2) The government shall provide the following incentives for sustainable development:
(a) Property tax or other taxes pertaining to plot reductions of 10% for builds that use renewable energy (such as daylight sensors) or environmentally friendly materials.
(b) Grants of up to 5,000 Krunas for converting barren areas into green zones.
Section 6. Urban Renewal Program
(1) The government shall establish a program lead by the DoID to revitalize abandoned or underutilized properties, which includes:
(a) Purchasing abandoned properties and renovating them for public or commercial use.
(b) Leasing renovated properties to businesses or players at subsidized rates or auctioning them.
