Force diversity in the marketplace through limitation of goods and services which will lower market supply and increase demand from stores.

Section 1. Short Title

This Act is the SHOPR Act

Section 2. Commencement

All provisions shall come into effect approximately one (1) week from the passage of this bill.

Section 3. Reasoning

  • Currently our market is divided between one-stop-shop stores, and stores with multiple purposes, that drown each other through overlap in service and goods. Consumers are overwhelmed, so no store really sees the demand it could be getting if there were otherwise less similar stores that sell the same goods.

  • A limitation to the business aspect, will overtly change the disposition of the consumer to be able to shop at multiple businesses, rather than reserve a specific place, only going to others when their first choice is out of stock. At the current point in time, there is no balance between demand and price, so no competitive marketing is taking place, due to the aforementioned reservations, and lack of foot traffic to other options.

  • For the purpose of this bill, a store or business will be defined as one of the following:
    • A player or group of players that occupies a rented or bought space and sells goods
    • If a player or group of players regularly advertises or sells an item or group of items on a fixed basis

Section 4. Implementation

  • The best way to implement a system in which every business benefits is to make a list of categories in which businesses can choose what they would like to specialize in. However, due to the rapid shifts in markets that may arise, this list will be left under full control of the Department of Economy, to match the speed in which changes may be necessary. They shall monitor and track wrongdoing for any business that does not adequately follow the guidelines.

  • Before a request is made for a report, the owner must be notified that their store is in violation and will have one (1) week to fix the discrepancy.

  • Enforcement of this act will go to the Department of Construction, who will have the authority to vault and evict shops that fail to meet the expectations of this bill. After a valid request is made by the DoE, the DoC will have one (1) week to report the building.


Section 5. Fines and Punishment
  • Should a player be reported, but continue to do so with no intention of stopping, they will face criminal charges of up to a 1000kr fine, and 5 minutes in jail, at the discretion of the DoE, DoC, or if tasked, to the Department of Justice.
