State Emergency Act
The Council of Ministers enact
Section 1. Short Title
(1) This Act is the State Emergency Act
Section 2. Commencement
(1) This Act shall come into effect immediately upon passage.
Section 3. Purpose and Reasoning
(1) To ensure the safety of citizens & government during a state emergency
Section 4. State Emergencies
(1) In the event of a state emergency, all citizens within the capital region and the surrounding regions are to remain indoors
(2) Any citizens breaking the law during this period of emergency are subject to 5 minutes jail time
(3) Any citizens harmed by the Department of Justice while performing routine or expected duties during this period of emergency will not be eligible for any damage relief
(4) Any citizen found to be ignoring instructions given by the Department of Justice may be charged with obstruction of justice
Section 5. Safehouses
(1) Any citizen found attempting to enter a government safehouse outside of a state emergency may be charged with trespassing on government property
(2) Any citizen found attempting to enter a government safehouse during a state emergency may be charged with attempted murder of a senior government official
Appendix 1. Definitions
(1) Routine or expected duties:
Any work as a department member that is directly contributing to the management/de-escalation of the emergency situation
