Establish Constitutional Protection for the Town Process

The Parliament of the Republic of Stratham enacts:

Section 1. Short Title


(1) This Act may be cited as "Town Constitutional Amendment Act"

Section 2. Commencement

(1) This bill shall be enacted upon its passage and signature

Section 3. Reasoning

(1) Too many bills have been created in not only the past few terms but specifically this term, where multiple contradicting bills are being proposed to change how towns work. This has been done without consulting mayors, DoS employees or other Executive officials, leading to great confusion and legal problems.
(2) This amendment intends to establish a secure legal process for towns, which is protected by constitutional requirements. This is to ensure the town debate is over and towns can actually be worked on.

Section 4. Removed Bills and Repealed Constitutional Line

(1) Any laws that reference towns are hereby repealed.

(2) The line “The Department also finds locations for new cities and towns,” from the DoC section in the constitution is removed.


Section 5. Towns in the Constitution

Towns: Mayors

Section 1 | Definition and Creation of Towns



(I) The Stratham Republic’s area may be divided into Towns. Towns are privately run government regions recognized by the Republic of Stratham.

(II) The creation of a Town is accomplished through the following process:
(a) The Department of State chooses sections of land in the Stratham Republic that are suited for development of a Town.
(b) Once the land is chosen, and the jurisdiction of the borders are drawn up, the Department of State will open up applications for individuals to formally declare their interest in obtaining the Town.
(1) When drawing up a towns borders, the Department of State must create an accurately scaled map (to the minecraft block) of a towns border, including its coordinates and height limit.
(2) The Governing individual of a Town is called a Mayor.
(c) After the applications have been open for 48 hours, the Department of State will close it and choose an applicant for Mayor.
(d) Upon deciding on the Towns region and its Mayor, the Department of State will propose both to Parliament for a vote of approval. A vote of approval is a simple majority (5/9 seats).
(e) Once the Parliament approves the Mayor and Towns Region, the Town becomes official.

Section 2 | Mayors Powers and Responsibilities

(III) Town Power is vested in the Mayor through the constitution
(a) The Mayor is the owner of their Town.
(b) Towns are virtual autonomous regions which means the Government cannot interfere with decisions within a Town, but the Government may take actions such as removing Towns and Mayors as well as working with the Mayors with regards to their Towns development.
(c) Towns are not autonomous to, and are bound by, the laws of Stratham.
(d) The Mayor may choose to have a Council of Advisors that assist in the decision making process, or they can choose to run the Town on their own.
(e) The Mayor may impose taxes and rules so long as they do not contradict Acts of Parliament or the Constitution of Stratham.

(IV) The Towns must work with the Department of State in order to complete projects within a reasonable time. These projects include, but are not limited to: Hospitals, Universities, Gas Stations and a Town Hall.

(V) The Towns must have a rule board detailing the Towns property rules. The rule board must include the following:
(a) The Towns Theme
(b) Rules Pertaining to Eviction
(c) Any applicable height limits
(d) and a way to contact the Mayor

(VI) The Mayor must not be offline for more than 14 days, unless a fair and reasonable excuse is presented to the Department of State.

(VII) Mayors may choose to resign at any time.

(VIII) Upon a Mayoral vacancy, the appointment of a new Mayor will be conducted in the process of Section 1.

Section 3 | Removal of a Town


(IX) The removal of a Town will follow this process:
(a) If the Mayor does not satisfy any of the Town requirements, they can be subject to removal.
(b) The Department of State will first audit the Town and consider whether the Town needs to be removed or not.
(c) After consideration, the Department of State will submit a letter of removal to the Prime Minister. This letter will detail the justification for the Towns removal. The letter may also contain possible Town Payouts which are defined in section 10.
(d) The Prime Minister will then choose to assent to the removal of the Town or veto the removal of the Town.

(X) Once the Town is removed, the land of the Town will be taken by the Government. It will then be up to the Prime Minister to decide how the land is handled.

(XI) Once a Mayor is removed, they may receive a payout of up to 15% of their Towns overall land value, with a possible bonus amount determined by the Department of State.
Land value is 4 krunas per block within the town's borders.

(XII) If a Mayor resigns they may receive a payout of up to 100% of their Towns overall land value, with a possible bonus amount determined by the Department of State.

(XIII) In both instances, the payout will be decided by the Prime Minister.

Section 4 | Miscellaneous

(XIV) It will be illegal for any citizen to mine, grief, or construct within 100 blocks outside a Town. If the law is violated, citizens will be fined 100 krunas per offence

(XV) A Mayor can choose to invest their money in expanding their city, which will cost 4 krunas per block.
(a) Each expansion must be approved by the Department of State.
(b) Any expansion will update the town's borders, and will add to the town's overall land value.
(c) The Department of State has the responsibility to update the towns borders upon expansion.

(XVI) A Mayor can paste in builds from the build world for free, but only projects that the DoS have assigned. Any non DoS assigned builds can be pasted in, but they require DoC approval.
