The Parliament of Stratham enacts:

Section 1. Short Title

(1) This Act is the Veto Express Bill.

Section 2. Commencement

(1) All Provisions shall come into effect upon passage.

Section 3.

1. The Prime Minister may not veto a bill with a supermajority aye.

This bill is vetoed for the reasons given below:

1) This bill is in breach of separation of powers, as it takes away power from the executive.
2) Even if it weren't in breach of separation of powers this is a constitutional amendment, and has not been passed as such.
