Regarding the Exclusive Sales Act, I believe that people are currently not being properly notified that they have been reported. This has lead to various incidents of people being arrested for unknowingly committing an illegal act. The process in which someone has been reported for selling an illegal item does not necessarily notify them of the issue.

I believe that moving forward Exclusive Sales Act Reports should notify the recipient of the report with an @person or a message ingame/announcement on government announcements on discord. This is to ensure fairness and let people rectify the illegalities in their shop.

I totally agree with this. If possible, it would be helpful if you put a sign notifying them on the mishap inside the store in question mentioning all the things that mus be taken down so that they can take it down easily.
