Apartment Regulation Act

The Stratham Council of Ministers enacts:

Section 1. Short Title

(1) This act is the Apartment Regulation Act.

Section 2. Commencement

(1) All provisions of this act shall come into effect immediately upon passage.

Section 3. Purpose and Reasoning

(1) To ensure all buildings within urban and residential districts are functional and provide adequate living space.
(2) To prevent overcrowding and maintain livable, usable and aesthetically consistent buildings.

Section 4. Definitions

(1) Functional Floor - Any used for residential, commercial, public or industrial purposes
(2) Apartment Unit - A single residential space within a building
(3) Empty Floor - Any without a clearly defined purpose or use
(4) Landmark - A building designated by the DoID for its unique or iconic design
(5) Vacant Apartment Complex - A building consisting of units which have not been occupied or used for a continuous period exceeding 30 days

Section 5. Functional Requirements

(1) A minimum of 50% of total floors in any apartment building must be clearly functional.
(2) A building will fail to meet functional requirements if the majority of its apartment units are vacant for more than 30 days.
(3) Buildings failing to meet this requirement shall receive notice from the DoID to rectify this issue.
(a.) Compliance must be achieved within 2 weeks of notice.

Section 6. Enforcement

(1) DoID property inspectors shall monitor and enforce compliance through reports
(2) Non-compliant buildings may be subject to:
(a.) Fines or penalties as determined by the DoID & DoE
(b.) Partial demolition if compliance is not achieved after notices

Section 7. Exceptions

(1) Buildings with a landmark designation may apply for exemption with DoID approval.
(2) Pre-existing buildings will be given 30 days from signage to achieve compliance.
