Title: Banned players bill

Type: Creation

Reasoning: Currently, banned players have balances, own wild regions, and gain KR from things such as rent regions or shops. This bill stops banned players from effecting the economy without being too harsh.

Bill : Players that are permanently banned are given one week to put up a ban appeal. If the appeal is denied or a week has has past and is still banned, the player's inventory, buildings, rent regions, and all other possessions must be removed from that player.

Buildings will be sold as is.
Rent regions will be deleted or have their landlord set to the government.
Balances will be cleared and given to the government.
All possessions will be destroyed.

Some items the banned player has may be considered historical and may be donated to the BC museum by mods to preserve BC history.

Additional info: As a judge, Ex-post facto does not apply to players banned before this bill. This is because

1. Banned players have no rights, therefore it cannot apply

2. The player would be actively breaking the law with no other way of recourse as the banned player cannot interact with the server.

This is a nearly identical bill where I changed the timeframe and fixed a loophole.
