Intro: Hello everyone. I'm looking forward to hopefully serving my 4th term as an MP. It has been awhile, but I have some ideas that quite frankly, I feel cannot wait. This is by far my most ambitious campaign yet, but with your support, we can not only win the election but get these bills passed and approved.

Policy:

  • Democratic PM Nominations: Last year, I voted on a bill that created the current Prime Minister nomination system that we see today, where the President elects a Prime Minister, who is then confirmed by Parliament. This was a big step forward for democracy on BC, but I think we can go further, and I believe that I have the most realistic plan of doing so. We have a few different ways of going about this. The most subtle minor change would be to simply make Parliament's PM nomination vote anonymous. Right now, the PM nomination vote is visible, which often makes MPs feel pressured into voting a certain way. I know I personally was pressured into confirming a PM that I did not support, and several other MPs felt the same way. A bit more of a moderate system would be to have the President introduce multiple candidates for parliament to vote on. This would create competitive elections and force PMs to actually try to campaign to the people, while also keeping things under control. The most extreme option would be to adopt a system similar to IRL Parliamentary Democracies such as the UK where Parliament is able to nominate and vote on their own candidates, similar to how the Speaker is chosen in the current system. In order to keep this under control, I would support an emergency veto power from the President to stop PM nominations if Parliament was to choose an individual that would be very harmful/damaging in the role.
  • Removal/Weakening of the Exclusive Sales Law: I'll be honest, I don't like the ESL. It creates unnecessary restrictions for the purpose of "roleplay". While I understand how it could be seen as a method of spurring the economy, I would argue that it does the opposite. With this bill, players have fewer options when it comes to business ideas. This is heavily discouraging to new players and also makes many company ideas, such as general stores that sell common items practically impossible to run. There are a few ways we could weaken this bill without removing it entirely. For one, we could create complementary industry clauses, which allow people with certain jobs to sell things in relating industries. For example, if you're a chef that wants to sell alcoholic drinks in your restaurant, now you can. Keep in mind that even if we do remove this job, I would protect select industries such as Pharmacists, who actually do have legitimate reasons to have their items to be protected.
  • Miscellaneous Bill Ideas: I have a few other bill ideas that don't merit full bullet points. I want try to raise the Banknote Cap to 1000 Kr again. I tried that in my last term, but it was vetoed. However, after more complaints from players, I think the PM/President may be more open to the idea. Also, I'd like to rework the minimum wage law to reflect the current economy and trends in employee salaries.
About Me: Now that I've got policy out of the way, here's a little about me for those who don't already know. Hi, I'm Codes. I started playing BC in 2018. My early business successes came from the Royal Atlantis casino which at times made over 10,000 Krunas per day. I also was one of the founding members of Central Market Mall, and owned a 33% share in it until I took a break from the server a few months ago. Politically, I've served 3 terms in Parliament, 2 of those as Speaker of Parliament. Don't worry Layzur, I'm not going after the speaker again. I also served as the Minister of Public Affairs for about 5 months.

ESL is in place because a university job by itself can't make money. You have to open up a shop or work for someone to sell your items. If another player is selling items that are exclusive to your profession, that gives them an advantage because now they sell items for your job AND for their own uni job. ESL stops that by requiring companies to hire workers of that profession. If ESL wan't in place, a Brewer could sell mob drops and alcohol, putting other hunters out of Business.

Good point. Maybe we should look at different incentives for getting jobs other than ESL. That's not really in Parliament's jurisdiction, but I still think it could be important. I would be fine with something like discounted land costs for farmers/ranchers for example.

I like the idea of weakening ESL (lots of people do,) but What sort of jobs merit this special protection, and how do you prove which jobs NEED the special protection and which ones don't? I'm sort of confused by your example, as a chef that wanted to sell Alcholic drinks physically couldn't without a partner/employee that was actively a brewer, or somehow switching between brewer and chef often. Also on the ESL, how else would you tweak this to create a better economy?

I love this idea... if you're relying solely on a timed income for your money 5 or even 20 krunas per 15 minutes just won't cut it... BUT, barely anyone uses the economy plugin anymore. When I started up my plugin business I asked at least 5 ESs how it worked, and most of them even didn't know. Are you expecting to boost participation in the company plugin, or how else would you change the minimum wage laws? Do you have any thoughts on implementing a new business plugin?

I also think increasing the anonymous-ness (is that right?) of PM elections is a great idea. Does that mean you won't be able to see who has voted for PM, or you won't be able to see how many 'yes' or 'no' votes have already been submitted, or something else entirely? Please elaborate...

The idea of increasing the banknote capcitiy is cool, but do banknotes really need expanded capacity? In my experience, banknotes are used primarily for either flexing with a huge stack of 500 kr banknotes (I think in that aspect the current capacity actually helps with flexing, as you can have a 64 stack of 500 kr banknotes with half the money as 1000 kr banknotes would require to have a full stack) or lotterys that require about 50-200 kr banknotes, so unless your buying like 1000 lottery tickets the banknotes could fit in one stack.

The more I think about it, I really feel like the only protected job should be for Pharmacists, as medical objectives need to be regulated by the DoH. Everything else would be fair game ideally.

I completely agree with the time point. The company plugin is outdated. Most companies pay their employees weekly or monthly wages, which is what I would adjust the law to accommodate. As for a new plugin, that's not Parliament's jurisdiction, but if it were up to me, sure. I would support it.

What opinions or changes do you have in mind for the current government system?

In terms of actual systemic changes, my main idea would be the change to the PM nomination system, which will be touched on below. I also have plenty of other bill changes in mind, but none of them will necessarily change the government as a whole.

The government balance is slowly being drained, what ideas do you have to bring money back to the government?
The main cause of this drain is the Entrepreneur shop. I'm not advocating for the complete removal of the shop, but I do think it needs to be significantly nerfed to encourage other jobs such as item supply that actually provide value to players, and of course to save money. I also think that the government should be doing more infrastructure projects that involve players, such as contracting players to help build roads. That way the government will actually be providing value to the players instead of paying manufacturers to make items that are never actually utilized by the people.

The Executive Sales Law has been a place of controversy, what are your thoughts on the ESL?
I think the law needs to be completely removed. The only real reason for keeping it around is to make sure that jobs are relevant, but I'd much rather a system where jobs have other perks that make them worthwhile. The ESL is unnecessary and limits the economy overall.

Are the prices for government things such as, capital city plots, suburbs houses/plots, cars, fuel, airplane tickets, or wild lands properly priced? Why or why not? Use examples.
Honestly I don't see an issue with the current prices. Bus transport is so cheap that pretty much anyone can afford it. Planes are a bit more pricey, but that makes sense as they are a luxury form of transport meant for those with more money to spend. Overall, I don't see a need to change prices for transport. I actually would support raising prices of land in the capital and wild to increase government revenue and aid decentralization.

- Currently, the President, Koalition, nominates a Prime Minister. This has been a place of controversy. What is your opinion on making the Prime Minister an elected official?

This is my main campaign platform, and it's something I feel very passionate about. We cannot call the BC government a democracy if the head of state is unelected. Sure, Parliament can confirm and deny them, but they often feel pressure to confirm a certain candidate despite their own beliefs. I have 3 different solutions to this problem, ranging from mild tweaking to radical change. What solution is picked will depend on the needs and preferences of the people of BC. Recently, Parliament attempted to pass a bill in which the powers of the veto would move from the President to the Prime Minister. What are your thoughts on this?
I support it. The President is meant to be a largely symbolic role that only keeps a loose oversight of the operations of government, yet the veto power still makes him involved in day to day operations. I would support this bill completely if it were to be attempted again.

Many new bills and ideas have been brought up to give the Judiciary more to do. What are your thoughts on this?
Honestly, I think the Judiciary has a full enough caseload as is. If anything, I would try to cut back on frivolous cases and streamline the judicial process.
