I feel there should be a branch that is dedicated to the city, and no other purpose. You could say the other departments have these traits, but do they really?
The Department of General Management (DoGM) Will take care of things such as City Based Suggestions, and Parliment Bills
Such does not include: Government, Moderator, and/or Administrator applications, etc,
the Department of General Management will also be capable of making City Changes without suggestions.
They have all rights to deny your suggestion and use it later.
DoGM members must vote on New laws (As must the MPs)
The minister will be Koalition (As he is the prime minister), and there will be no Job for the branch, but the MPs will be part of it.
