Title: Prohibition of the usage of donor perks to initiate unwanted PvP.

Elaboration & Reasoning: Currently, there are no set limitations regarding the usage of gadgets donors get. Some have used their gadgets to start unwanted PvP, only to get killed by a player who didn't know it was only a harmless (mostly) gadget that was defending themselves. For the most recent incident, click here. I propose that we, as the title says, prohibit the usage of these gadgets to start PvP/provocations.
What would benefit from this: Everyone as there would be less misunderstandings and killings around the city.
