The current Animal limit is below the current animal rights laws. The current law says that large animals like sheep, cows, and pigs require 4 blocks. In a single chunk that is 256 blocks which can support 64 cows, pigs, or sheep. Now chickens require only 2 blocks per animal but allowing 128 chickens in a single chunk is a bit excessive.
Pretty much just increase the Farm animal limit to 64 mobs per chunk
