-Reasoning: As the current government balance is currently falling, new ways to contribute to it are always being searched for. Players who are inactive have no use for their balance and so this money should be put towards a better use.
-Bill: Any inactive players on BC (for a year or more) will have their balances transferred to the government balance. Should these players choose to return, the money will be transferred back to them.
