My suggestion is that plots in the water be made so people can have their own homes on the water. What could happen is that a dock near the mall (similar to the one already made) be placed so that player can buy well sized plots so they can build their dream boat. the price could be ranged from 1000 all the way to 2500 depending on the size of the plot.
