Answered / Added Remove Phantoms from the server.

Phantoms on;y stop spawning when you sleep. On BC, its impossible to sleep unless you can get (often;) 5-15 other people to do it as well. theyre an annoyance that cant be solved on the server.

You just have to lay in the bed for a while. But it only last 1 hour so still remove.

You can get phantom membranes as a gift from your cat. It has a 1/31 chance based on fandom, making it kinda rare drop (which can be tweeked) but why would you ever need it in huge quanities?
