- Elaboration & Reasoning: With the construction of the highway system players have never had it easier as far as traveling long distances goes. Cars, bikes even planes have given players the ability to travel farther, faster and safer! So with this luxury some have joined together to live outside the boundaries of conventional cities and formed their own societies with their own independent hierarchy.


After speaking to some players who run larger, more established settlements (Olefante and Blitz) I have learned that they like the idea of becoming officially observed and recognized by the main government. This recognition will not change much for these communities as far as laws, regulations and influence in the main government, it will allow for them to be known by other players who want to live on this server in a community where you know your neighbor and help one another instead of having to rent an expensive apartment in a city where not many players are.


Recognition by the government will call for a spot on dynmap and their own forum section called ‘Settlements’ similar to the cities board already in place. This will allow for advertisement towards their settlement and give info on what they have to offer at these settlements. That is all that will be added for now however, this may change in around a month when certain transportation bills get re-examined and edited. (Ex. Train connections for these communities) These settlements will not have to abide by Gov. law given they are not a Gov. sanctioned city. This being said the Department of Justice will have no jurisdiction over these settlements meaning they will have the same rules as anywhere else in the wild unless they specify their own laws which will be handled by themselves and not the Department of Justice.


These settlements will have to limit the amount of players they have as permanent residence in order to not take players away from government ran cities. This limit will be 7 players. Settlements that are already in place (Ex. Wioska) will be allowed to keep their current amount of players if the number of residence exceeds 7 given this bill calls for a grandfather clause to be put in place.


In order to become recognized by the Gov. the player(s) in charge of these settlements will need to fill out an application on the ‘Settlements’ Board with the following format.

-Population:

-Why this settlement should be recognized:


Once this form is filled out, Parliament will review the application and may visit or talk to the residents if they choose and vote on whether or not the settlement will be recognized officially. Parliament must come to a majority vote ‘Aye’ in order for the settlement to become recognized officially. A MP will then notify the applicant of the decision, either Accepted or Denied. In the case the application is Denied the settlement requesting recognition will have to wait 30 days in order to submit a new application.
