Vetoed Solo Mandate

Title: Solo Mandate
-Type: Creation -Reasoning: Cabinet positions everyone should have a chance to achieve within business-craft. Similar to MP’s and Judges not being able to be a Minister. Solo Mandate will prevent the same individual from getting two ministerial positions, this will bring new faces to the cabinet. This will give a chance to other players to progress within there department.
-Bill: A government official may not hold more than one ministerial position in a term. This includes Cabinet Advisors, Department Ministers, Deputy Prime Minister, and Prime Minister.
-Additional Information: This bill will not come into play until the beginning of next term.

Parliament is the one that provides checks and balances and can just decline the nomination. Plus even in the server government document it is stated that the DPM is usually a Minister with another portfolio. We don't need to have as many 'new faces' on every single occasion, but people who know how to do their job.
