StackableItems might be a great option, even better if it updates to 1.17.
It may not only allow us to stack milk buckets, but all other buckets as well and also reintroduce a way to stack potions.
Could really help to reduce clutter in regards of stacking empty shulker boxes or giving us the ability to have over 16 snowballs/ender pearls in one stack. The plugin might make the different stews a viable food option.

heyo thank you for suggestion and we actually have this plug-in now but they had a problem with buckets, so we do plan to have stackable buckets once they work this out for 1.17!
