The Single Mayor Act

Straighten the hierarchy of cities.
Section 1. Short Title
(1) This Act may be cited as "The Single Mayor Act"
Section 2. Commencement
(1) This bill shall be enacted upon its passage and signature.
(2) Old cases will not be grandfathered in, as detailed by the "Illegalization of Ex Post Facto Amendment" Act, the effected have 3 days after this bill is signed to comply.
Section 3. Reasoning
Currently, the way that cities run is unorganized with some cities having several mayors. As mayors are the main point of communication and accountability with the government there needs to be only one.
Section 4. Bill
(1)
Cities that have more than one mayor must remove mayors so there is just one. Mayors in cities that still have more than 1 mayor after the required 3 day grace period may be subjected to one or more CoI filings by the DoS for failing to meet requirements detailed by law.
(2)
If a Mayor gives his or her position to someone else the DoS must be informed ahead of time, in the case that they do not, the DoS has the power to freeze the transition and file a Claim of Inadequacy for failing to meet requirements detailed by law.
(3)
Below the mayor level, cities will still have a relatively unrestricted reign over the organization of city government.
