Establish the Stratham Health Board as the governing body of the medical profession and establish direct regulation within medical law.

The Parliament of Stratham enacts:

Section 1. Short Title


(1) This Act is the Stratham Health Authority and Medical Regulatory Act or SHAMR.

Section 2. Commencement

(1) All provisions shall come into effect upon assent of this bill.

Section 3. Reasoning

(2) The acts Stratham Health Board Act and the Medical Regulations are to be rescinded on the passing of this bill.

(1) Due to the removal of the Department of Health, the Stratham Health Board will replace it as the Independent governing body of medicine.

Section 4. Stratham Health Board

Due to the removal of the Department of Health, the Stratham Health Board will replace it as the Independent governing body of medicine.

(1) The Stratham Health Board or commonly abbreviated as “SHB” shall be the governing body of the medical profession and medicine across the Republic of Stratham.

(2) The Stratham Health Board shall comprise three members.

(3) The Stratham Health Board shall be responsible for the completion of the following:
  1. Bi-weekly reports which shall outline a list of all medical professions and their /seen.
  2. Attend list which shall outline all attends completed by doctors.
  3. Maintaining a list of Medical Conduct Policies that all medical professionals must comply with to retain their position as a
  4. medical professions
  5. Maintaining all medical Guide and Medical Exam Questions.
  6. Training of Medical Professionals and the maintenance of all medical Exam.
  7. Any other task created as determined necessary by the Stratham Health Board.
(4) Decisions of the Board regarding the medical profession shall be legally binding.
  1. Decisions of the Board shall be made with majority in the affirmative.
(5) The Prime Minister shall maintain direct oversight authority over the Stratham Health Board and may execute directives to the SHB for certain actions to take place.

(6) Medical Professionals that fail to maintain activity standards set by the Stratham Health Board will be subject to re-examination of the relevant exam to ensure proper knowledge of the profession still exists.

(7) Towns and cities health governance falls under the Stratham Health Board and the Department of State. This includes and not limited to, The practice of health, Private Clinic, Medical Practitioners, Guidelines and Regulations.

Section 5. Director General

(1) The Director General shall be one of the three members of the board.
  1. The Director General shall be appointed by the Prime Minister upon the recommendation of the Stratham health board.
  2. Failure of recommendation the Prime Minister may from the elected board choose a Director General.
(2) The Director General shall be responsible for the day to day operations of the Stratham Health Board.

Section 6. Removal of Medical Professionals

(1) Medical Professionals shall be removed from their position upon vote by the Board in the majority.

(2) The Director General may issue reprimands to any medical professional as warnings for violation of the Medical Conduct Policy.
  1. Upon the receiving of 3 reprimands, the Board must be notified and shall take action immediately through vote whether the medical professional should be fired or to retain their position.
Section 7. Elections

(1) The elections for the Stratham Health Board shall take place every three months and the requirements to run are as follows:
  1. Must hold the doctor job for longer than a period of a month.
  2. May not hold positions of Prime Minister, Deputy Prime Minister, Member of Parliament, or Judicial Officer.
(2) The election process is as follows:
  1. The period of declaring candidacy shall last for 24 hours in which all doctors can put themselves forward.
  2. After 24 hours, the period of voting shall take place and shall last 48 hours.
  3. After 48 hours, the election results shall be tabulated and shall be announced by the State Department within the next 24 hours.
  4. Should only three members or less declare candidacy, the election will default to those candidates.
  5. Should a vacancy occur, it shall be the State Department’s duty to conduct elections to fill the vacancy.
  6. In an election to fill a vacancy, if the number of vacancies and number of candidates running match or the number of candidates are less than the number of vacancies, the election shall default to those candidates.
(3) The first elections shall take place within 48 hours upon passage of this bill.
  1. Every following election shall take place five days prior to the end of incumbent Boards term.
(4) The Department of State shall conduct elections for the Stratham Health Board.

Section 8. Definitions

(1) Doctors, Pharmacist, Paramedics and any role created by the SHB and listed as a medical job are listed and referred to as Medical Professions.


Section 9. Medical Regulations Regulation
Establishing Medical Laws is important

(1) No player may sell Hospital Medical Supplies outside of a designated medical region.
(2) No player may give medical treatment outside of designated medical regions.
(3) No player may refuse medical treatment if infected with a disease classified as contagious.
(4) Doctors may request a Police Officer to handcuff a player refusing treatment to administer treatment.
(5) No Medical Professional may sell more than one cure to a patient within a single visit.
(6) No player may possess Hospital Medical Supplies in excess of one.
(7) A pharmacist may only sell items currently for sale in the hospital pharmacy.
(8) Members of the Stratham Health Board and Doctors shall be defined as medical professionals.
(9) The Prime Minister may grant exclusions to this law to certain players to test certain aspects of the disease plugin.
(10) The following shall be classified as Hospital Medical Supplies.
  1. Brightwater
  2. Bitterwort
  3. Sweetbrine
  4. Lycan Potion
  5. Blackbrew
  6. Sweetwort
  7. Smoothwater
  8. Ironroot Potion
Section 10. Punishment

(1) Selling of Hospital Medical Supplies
  1. 1st offense: Confiscation of supplies and 250kr fine.
  2. 2nd offense: Confiscation of supplies and 450kr fine.
  3. 3rd offense: Confiscation of supplies, 750kr fine, and 5 minutes jail time.
(2) Medical treatment outside of designated medical regions
  1. 1st offense: 300kr fine.
  2. 2nd offense: 500kr fine and 5 minutes jail time.
  3. 3rd offense: 1000kr fine, 5 minutes jail time, and termination from Doctor (if employed).
(3) Refusing treatment for an infectious disease
  1. 1st offense: Fine equal to the cost of treatment, 200kr fine per player infected, 250kr fine, and 5 minutes jail time.
  2. 2nd offense: Fine equal to the cost of treatment, 250kr fine per player infected, 750kr fine, and 5 minutes jail time.
  3. 3rd offense: Fine equal to the cost of treatment, 300kr fine per player infected, 1250kr fine, and 10 minutes jail time.
(4) Medical professionals selling more than one cure to a patient in one visit
  1. 1st offense: 500kr fine.
  2. 2nd offense: 1000kr fine.
  3. 3rd offense: 1500kr fine and termination from Doctor.
(5) Non-medical professionals distributing Hospital Medical Supplies
  1. 1st offense: 500kr fine and confiscation of Hospital Medical Supplies.
  2. 2nd offense: 600kr fine and confiscation of Hospital Medical Supplies.
  3. 3rd offense: 750kr fine, confiscation of Hospital Medical Supplies, and 10 minutes of jail time.
(6) Non-medical professionals selling Hospital Medical Supplies
  1. 1st offense: 550kr fine and confiscation of Hospital Medical Supplies
  2. 2nd offense: 750kr fine, confiscation of Hospital Medical Supplies, and 5 minutes jail time.
  3. 3rd offense: 1050kr fine, confiscation of Hospital Medical Supplies, and 10 minutes of jail time.
(7) Possession of Hospital Medical supplies in excess of 1
  1. 1st offense: 250kr fine and confiscation of Hospital Medical Supplies.
  2. 2nd offense: 500kr fine and confiscation of Hospital Medical Supplies.
  3. 3rd offense: 650kr fine, confiscation of Hospital Medical Supplies.
