Organize and clear the VoNC steps and put it into the constitution correctly.
Amend the Constitution

The Parliament of Stratham enacts:

Section 1. Short Title

(1) This Act is the VoNC Clarification Amendment.

Section 2. Commencement

(1) All Provisions shall come into effect upon passage.
(2) This bill will Create a section on the Constitution for VoNC’s

Section 3. Reasoning

Currently there are too many bills based on VoNC procedures to the point that it can be very confusing to follow the right steps for each situation of a VoNC.
This bill aims to centralize all the steps for each form of VoNC procedures and reduce the amount of bills to follow for procedures
It fixes wordings of the older Amendments and creates a proper infraction system.

Section 4. Process of a Vote of No Confidence


(1) The process begins with Parliament’s Majority (2/3rds) decision to initiate a VoNC against an accused government official being presented by the Speaker or Member of parliament.
  1. After the Motion passes Then a public hearing will be made, A public hearing is as follows: A channel-specific to the official’s VoNC will be created viewable to the public but discussion will remain exclusive to parliament members and the accused government official. After this channel is set up the accused official will receive and answer questions and the evidence for initial claims of VoNC will also be presented by the current parliament members.
  2. This hearing will last 24 hours or until a motion to end the hearing early requiring a Parliament’s vote of 6/9 has passed, this channel will then be locked, and the speaker will move to the next phase in the process.
(2) After the public hearing the current Speaker or Member of Parliament who proposed the VoNC will create a thread in Parliament with only two options, as removal is a binary process Aye (in favor of removal) and Nay (against the removal). To remove the accused government official, a 2/3 (2/3rds Rounded up) majority is needed to remove The Speaker of Parliament, Ministers & Judges. As for Prime Minister, Deputy Prime Minister, and Members of Parliament a 7/9 (3/4ths rounded up) majority is required to remove these specific government officials.

(3) A government official can have no more than 4 VoNC Trials against them in a single term

Section 5. Speaker Infraction Thread Creation

(1) Requested: A Thread created under Parliament labeled “Infractions”
(2) This Thread shall remain in public view and shall be a way to keep track of infractions. Only the Speaker shall update it based on Infractions given in Section 6.

Section 6. Infractions

(1) The speaker shall issue infractions to Members of Parliament for failing to fulfill their constitutional obligations or for behavior unbecoming of a Member of Parliament. After an MP has accrued 3 infractions, the VoNC process will automatically begin against the MP

(2) The Speaker shall issue infractions to Ministers for failing to reply to applications in a timely manner (2 weeks), Failing to fulfill Department Obligations and behavior unbecoming of a Minister, after a Minister has accrued 3 infractions a VoNC process will automatically begin against the Minister

(3) The Speaker shall issue infractions if a judge fails to uphold the Government efficiency stated here: Judges are expected to open a case within 10 days of posting. Once open, judges will have 2 days to respond to any comments made by players. After all evidence has been collected, the judge will have 2 days to announce the verdict. If the judge needs more time at any part of a trial, they must declare it within the case thread.
(A) And for abuse or Behavior unbecoming of a judge.
(B) After a Judge has accrued 3 infractions a VoNC process will automatically begin against the Judge

(4) Infractions can be motioned to be issued by a 6/9 vote from parliament to any governing official if the Speaker refuses to give infractions.
(A) This includes but not limited to, Prime Minister, Deputy Prime Minister, Ministers, Deputy Ministers, Speaker, Judges, and Members of Parliament,
(B) This is a way to hold Speaker and Governing officials accountable
(C) If the Speaker, Prime Minister, And Judge all agree that Parliament members are abusing this power then they can publicly agree to veto Parliament member Infraction Motions
(5) The Speaker must have a valid reason to issue an Infraction. If not Follow Section 6 - 6

(6) Infractions can be deemed unworthy and removed by 6 Members of Parliament with the motion “I (MP Member) Motion (Infraction information) (Reasoning) and request it to be removed”
(7) Speaker is able remove infractions if they see fit with the following: If the time has surpassed 2 weeks or the Government Member given the infraction is able to provide evidence proving the reasoning of the Infraction is wrongful or incorrect.



Section 7. Constitutional Amendment - |Legislative Branch: The Parliament| Section 3

(VII) The Speaker of the Parliament.
(A) Is responsible for informing the Prime Minister of pending bills that have passed Parliament and require the Prime Minister's assent.
(B) Is responsible for updating the Rules & Laws thread as well as the Constitution.
(C) May issue infractions to Members of Parliament, Judges, and Ministers for failing to fulfill obligations stated in VoNC Clarification Act.
(D)Shall follow the process of a Vote of no Confidence as stated in the VoNC Clarification Amendment.


(IX) The Speaker of Parliament can be removed via a vote of no confidence that receives the support of 2/3rds of Parliament.
(A) In the event that the Speaker of Parliament resigns or is removed through a Vote of No Confidence, they will be removed from Speaker of Parliament but retain their position as a member of Parliament. Furthermore, the Deputy Speaker shall be removed from their respective position following the Speakers VoNC.
