Office of the Prime Minister Act


A

BILL

TO


Create the Office of the Prime Minister; create the position of Chief of Staff, Deputy Chief of Staff, Press Secretary, and Director of Communications. As well as to amend the name of Prosecutor to Attorney General, Minister without Portfolio to Special Advisor, and consolidate those positions within the Office of the Prime Minister.


The Parliament of Stratham enacts:


Section 1. Short Title


(1) This Act is the Office of the Prime Minister Act.


Section 2. Commencement


(1) This bill shall be enacted upon its signage.


Section 3. Reasoning


(1) The Executive Branch is currently very disjointed, dysfunctional, and inefficient. This bill seeks to provide a solution to these failures. The Office of the Prime Minister will act as a central point for the entire Executive to organize itself around.


(2) Led by the Chief of Staff, the OPM will serve as an aid to the Prime Minister in fulfilling their duties as Chief Executive of the Executive Branch through, assisting and organizing cabinet matters as well as other duties of the Prime Minister.


(3) The OPM will also perform other functions such as informing the public about the ongoings of the Executive Branch, Managing all Legal affairs on behalf of the Prime Minister and Government, as well as coordinating with other parts of the government and private sector should need to be to fulfill executive objectives.


(4) The consolidation of the Minister without Portfolio(s) under the Office of the Prime Minister as Special Advisor(s), will give the position a revitalized role within the executive branch.


(5) The creation of the position of Attorney General and consolidation under the OPM, will allow the legal system to be expanded easier and more effectively through the hiring of new lower-level prosecutors.


Section 4. The Office of the Prime Minister


(1) The Office of the Prime Minister (OPM) is hereby established.


(2) The OPM shall be led by the Chief of Staff who shall be appointed by the Prime Minister.

(a) The Prime Minister shall set the pay of the Chief of Staff through Executive Order.


(3) The Chief of Staff shall be responsible for the following;

(a) Hiring and firing of staff with the permission of the Prime Minister,

(b) Overseeing the execution of the Prime Minister’s agenda, and

(c) Acting as an official representative of the Prime Minister when deemed necessary by the Prime Minister.


(4) The OPM shall consist of the following staff positions and shall be paid an amount set by the Prime Minister through Executive Order;

(a) Deputy Chief of Staff,

(b) Press Secretary,

(c) Director of Communications,

(d) Special Advisors, and

(e) Attorney General.



(5) The Deputy Chief of Staff shall be responsible for the following;

(a) Assisting the Chief of Staff in all of their duties when deemed necessary by the Chief of Staff,

(b) Serving as Acting Chief of Staff when required by the Chief of Staff,

(c) Acting as an official representative of the Prime Minister when deemed necessary by both the Prime Minister and Chief of Staff.


(6) The Press Secretary shall be responsible for the following;

(a) Inform the public of executive actions and other executive office related matters.


(7) The Director of Communications shall be responsible for the following;

(a) Drafting speeches, memos, reports, and any other administrative documentation.


(8) The Special Advisor(s) will be responsible for the following;

(a) Advising the Prime Minister and fulfilling specialized tasks.


Section 5. Amendment to the Prosecutor Job


(1) The Creation of the Prosecutor Job Act is hereby amended as follows;


(a) The Attorney General will be chosen and nominated by the Prime Minister and will be confirmed by Parliament . They must hold the qualification of lawyer in order to hold this position.


(b) The Attorney General will be a staff level position in the Office of the Prime Minister.


(c) The responsibilities of the Attorney General are as follows;
(i) Prosecute Individuals in court on behalf of the government,
(ii) Investigating criminal activity, and
(iii) Act as the Government's Primary Legal Defendant.


(d) The Attorney General will be responsible for any prosecution that is launched by a government official. The Attorney General shall not have any special power ingame and is not permitted to practice law privately.
